Increased Reserve Requirements

Due to the non-performance of committed Synchronized Reserve resources during Synchronized Reserve Events since the implementation of Reserve Price Formation (October 1, 2022) and to maintain compliance with NERC Standards, effective from May 19, 2023, PJM carried an additional 30% on the Reliability requirement component of Synchronized and Primary reserve in the RTO only in the Day-Ahead, and Real-time Markets for all hours. Effective January 9, 2026 instead of 30% PJM will carry an additional 20% on the Reliability requirement component of Synchronized and Primary reserve in the RTO only in the Day-Ahead, and Real-time Markets for all hours until further notice.

For example (rounded to whole MW): If the largest single contingency = 1,630 MW

Default (100% of largest contingency)

Synchronized Reserve requirement: 1,630*1 + 190 = 1,820 MW

Primary Reserve requirement: 1,630*1.5 + 190 = 2,635 MW

30-Minute Reserve requirement: Max(3,000, gas contingency, PR reliability) + 190 = 3,190 MW

Increased reliability by 20%

Synchronized Reserve requirement: 1,630*1.2 + 190 = 2,146 MW

Primary Reserve requirement: 1,630*1.2*1.5 + 190 = 3,124 MW

30-Minute Reserve requirement: Max(3,000, gas contingency, PR reliability) + 190 = 3000 + 190 = 3,190 MW

Formula Rate Data Submission Reminder: June 2026

As June approaches, some TOs will submit formula rate filings for rate year June 2026 - May 2027. Please remember to add your June 2026 - May 2027 Formula Rate Data into TC Planner by May 15, 2026. This is critical for TC Planner to function well. Application background, action items and available resources are provided below:

Background:

On April 11, 2024 at 3 p.m. EPT PJM launched a new tool, TC Planner tool. Transmission Cost Planner (TC Planner) replaced the previous Transmission Cost Information Center (TCIC). It helps PJM stakeholders in understanding current transmission costs and estimating future transmission costs.

Actions Requested:

1. Access Request: To add formula rate data into TC Planner for your company, write access is needed.

- An existing account in the PJM Account Manager will automatically grant users read-only access to the TC Planner. No additional access requests are required beyond having a valid Account Manager account.

- To request write access or to set up a new PJM account, please visit tcplanner-take-a-tour

1. Add both planning and settlement formula rate data (June 2026 - May 2027) into TC Planner for your company by May 15, 2026

Materials & Support:

1. We have available materials, including the User Guide, a Training Demo and Take A Tour document for TC Planner. Those materials show how to submit access request and add formula rate data into TC Planner.

During this maintenance, there will be an outage of up to 30 minutes.

Stale data will appear on Data Miner, PJM Now, Data Viewer and PJM.com.

PJM may utilize manual economic dispatch for generation control.
