PJM proposed changes to the process for obtaining exceptions to the default PLS values as part of its Quality Project in 2012. The changes to the process for seeking an exception to the default PLS values were presented to stakeholders as an effort to reduce the administrative burden of reviewing and approving requests for exceptions without reducing the opportunity for market participants to obtain exceptions. This issue will:
Consider and review the process and business rules for requesting and obtaining exceptions to default PLS or Unit Specific Operating Parameters.
Identify potential issues where existing practices do not meet the needs of market participants or do not reflect operational requirements of plant equipment or operational notification requirements.
Identify potential improvements to existing practices for requesting and obtaining exceptions to PLS including the periodicity of exceptions to PLS.
Develop possible revisions to business rules associated with identified improvements.
Discuss and identify language that is potentially open for interpretation in the tariff and manuals and recommend improvements.
