Fuel Cost Policies

Given the Federal Energy Regulatory Commission’s approval of PJM’s Hourly Offers filing in Docket No. ER16-372-002 PDF on February 3, 2017, all Market Sellers must have a PJM-approved Fuel Cost Policy for each fuel type by May 15, 2017. Updated policies as part of the 2017 Annual Review will become effective on November 1, 2017.

Market Sellers that offer a generation resource, including external capacity and energy-only resources, and submit a cost-based offer in the PJM Interchange Energy Market are required to have a PJM-approved Fuel Cost Policy in accordance with Manual 15 WEB and the Operating Agreement WEB | PDF - Schedule 2.

Annual Review


Market Sellers must submit on an annual basis a confirmation that their current effective and approved Fuel Cost Policy remains compliant (Instructions provided in the Submission Information below), or submit an updated policy for approval no later than June 15 of each year. PJM will send communication to all Market Sellers by June 1 with detailed instructions to confirm or submit an updated policy.

November 1 is the deadline to approve all Fuel Cost Policies as part of the Annual Review.

Submission Information

Fuel Cost Policies should be submitted in MIRA using the template guidelines provided on the Monitoring Analytics website. Instructions on how to extend your currently approved Fuel Cost Policy are available here.
