Given the large increase in capacity imports offered and cleared in the last RPM auction, PJM is concerned that we may have approached or even exceeded the level that is actually achievable in operations. External generating units are evaluated for deliverability to PJM load similar to PJM internal generation units and reserved Network External Designated transmission service. Similar to internal Locational Deliverability Areas (LDAs) though, there may be locational constraints on the amount of Capacity that is capable of being imported into the RTO. The PC will evaluate and adopt a method to determine an RTO Capacity Import limit for use in PJM Planning and applied in the RAA and future RPM auctions.
