The PJM Operating Agreement includes language around scenario analysis, public policy planning, and the need to consider scenarios that inform decisions surrounding RTEP analyses and project selection. PJM is seeking to update Manuals 14B and 14F to include more detail around the Long Term Regional Transmission Planning Process. PJM uses the guidelines in M14B to coordinate processes required for regional transmission planning, and M14F to outline the details of the competitive planning process. These updates will add detail to the manuals, based on the processes allowed under the Operating Agreement.
