Scope

  • Build a new 7.7 mile Surry to Skiffes Creek 500kV line
  • Build a new 20.25 mile Skiffes Creek – Whealton 230kV line
  • Build a new Skiffes Creek 500 / 230kV switching station
  • Upgrade Surry, Whealton, and seven other substations

Need

Based on the Generation Retirement study of Chesapeake Units 1 – 4 and Yorktown 1

  • Criteria Violation: Overload of James River Crossing Double Circuit Towerline
  • Contingency: Loss of Surry - Winchester 230 kV, Chuckatuck – Newport News 230 kV, Chickahominy – Waller 230 kV
  • Criteria test: Dominion Criteria (Surry #2 or Yorktown #3 out)

Permits

  • SCC approved on March 1, 2014 Army Corps of Engineers is pending
  • VMRC is pending

Energization

  • PJM required date of 6.1.2015 for 500kV portion and 6/1/2016 for 230kV portion
  • Dominion projected date for energization:
    • 500kv Line 12.31.2018
    • 230kv Line 12.31.2018

ROW acquisition is complete

Engineering / Design

  • 500kV line 75% complete
  • 230kV Line 100% complete
  • Skiffes Creek Switching Station 100% complete
  • Whealton Substation – 95% complete
  • Other Stations 35% complete

Equipment Procurement / Delivery
