1) Staying Neutral
  • Does not allow personal preferences, biases about how to work, etc. impact neutrality.
  • Able to maintain neutrality and non-partisanship in the face of strong PJM substantive preferences.
  • Can name the interests behind the stated positions or concerns of the participants.

2) Conflict Management
  • Maintains composure even when the group is struggling, arguing, or when discussion is heated.
  • Encourages the group to thoroughly explore alternatives and differences.
  • Identifies the causes of conflict, unspoken issues, and hidden agendas; then intervenes appropriately.
  • Able to keep anyone from dominating the process.
  • Able to reframe inflammatory statements into more interest-based statements.

3) Active Facilitation
  • Offers assistance at the right times – doesn’t jump in too soon or allow trouble/difficulty to continue for too long.
  • Is able to track and paraphrase back what’s happened even when the group is working quickly and/or discussions are heated.
  • Manages conversation/ asks questions so all have opportunity to contribute.

4) Self Awareness
  • Is aware of the impact of his/her personal style in the group.
  • Calls for a break or asks SME or Secretary to jump in if feeling unsure or overwhelmed.

5) Situational Awareness
  • Recognizes what’s happening among and between people and responds appropriately.
  • Manages participants on the phone as well as in the room.

6) Meeting Management
  • Intervenes when ground rules are not followed.
  • Suggests appropriate tools/methodology/structure when needed or requested by the group.
  • Moves the group through the agenda efficiently and effectively.
  • Knows when to stick to the agenda as planned and when to digress in order to accomplish critical goals.
  • Calls for breaks when needed or appropriate.

7) Decision Making
  • Ensures group uses sound decision making techniques (i.e. voting, polling, options matrix, etc.) that are appropriate for the issue.
  • Able to analyze and use polling data in an effective way.

8) Technical Knowledge
  • Appears comfortable with the substantive issues the group is dealing with.
